The watermark layer sits behind the body text at the page layer, not inside a header or footer frame. Word stores watermarks in the header XML of the .docx file. But it renders them differently: the image is positioned relative to the full page using absolute coordinates and a rotation value.

- The watermark is designed for centered, semi-transparent background graphics, like a "DRAFT" stamp. Word applies a default 50% transparency and a diagonal rotation when you insert one.
